RentReady is designed around the renter’s actual decision: identify the income-support payment and current rate, compare that income with the property being considered, check whether the household and property fit the RentAssist Bond Loan rules, understand what the rental provider or agent can and cannot ask for, and see how additional work income would change both the payment and the rental position.

The objective

RentReady turns a fragmented rental journey into one connected assessment. The renter enters their circumstances once, then the same information is reused to identify the relevant payment, estimate work-income effects and Rent Assistance, test the actual property against RentAssist and affordability settings, review application rights, and calculate the minimum modelled extra work income that would bring the property inside the current planning ranges.

The tool is not intended to replace a government decision, legal advice or a personal financial recommendation. Its purpose is to make the interactions between the systems visible early enough for a renter to see whether a property is realistic, what is causing a shortfall, what their application rights are, and whether a different rent or level of employment income could improve the position.

The gap RentReady is trying to fill

  • Centrelink tells a person about a payment, but a rental decision also depends on the actual weekly rent and bond.
  • Rent Assistance depends on rent and household circumstances, so it becomes meaningful only when connected to a property.
  • RentAssist Bond Loan eligibility uses its own income, asset and rent-share tests.
  • Real-estate applications require evidence, references and personal information under Victorian rental rules.
  • Discrimination protections sit in a separate legal framework again.

RentReady brings those pieces together and shows the shortfalls, trade-offs and possible optimisation strategies in one place.

Payments and support reflected in the tool

The income layer is built to distinguish different payment streams and their different work-income rules instead of applying one generic Centrelink calculation to everybody.

JobSeeker Payment

Working-age income support, including different rates and income-test treatment for principal carers and other circumstances.

Disability Support Pension

Pension-rate income support with adult and youth circumstances, pension income testing and other eligibility tests.

Age Pension

Pension rates, pension income testing, assets/deeming considerations and the Work Bonus.

Carer Payment

Income-support pension for eligible carers, with pension means testing and care-related eligibility rules.

Parenting Payment

Single and partnered circumstances, personal and partner income tests and dependent-child considerations.

Youth Allowance

Separate job-seeker and student/apprentice streams, including dependent/independent and living-arrangement scenarios.

Austudy

Student income support with the student personal-income test and Income Bank.

ABSTUDY Living Allowance

Age, living arrangement, family status, parental/partner tests and Income Bank considerations.

Special Benefit

Individually assessed support with different income treatment from ordinary allowance payments.

Farm Household Allowance

A more complex farm/off-farm income and asset assessment that should not be reduced to a simple generic taper.

Rent Assistance

Rent thresholds, household bands and maximum amounts used once an actual or prospective rent is known.

Family and supplementary support

Family Tax Benefit, Parental Leave Pay, Carer Allowance and other supplementary supports can be relevant to the wider household position.

How the components, organisations and rules fit together

RentReady connects the renter's information across several systems, but it does not merge the rules into one test. Each component below has a different purpose and a different decision-maker.

Income-support paymentServices Australia / Department of Social Services

Payment rates, circumstances, personal work-income tests and concessions. The 20 September 2026 Australian Government payments guide is the current rate reference used by the structured backend.

Rent AssistanceServices Australia

A separate rent supplement. The amount depends on household situation and the rent being paid; it is recalculated when the property rent is known.

RentAssist Bond LoanHousing Victoria / Homes Victoria

Interest-free bond assistance with its own income and asset limits, residency and property-ownership requirements, and a rule that the renter's share of rent must be less than 55% of gross weekly income. Housing Victoria uses maximum eligible Rent Assistance in that test.

Victorian application rules. From 31 March 2026 the prescribed rental application form applies and agents/providers are limited to the information allowed by that form and the rental laws.

Equal Opportunity Act protections apply to accommodation. The tool highlights protected-characteristic context and possible red flags without deciding that unlawful discrimination occurred.

Residential-tenancy disputesVCAT

VCAT is the formal tribunal pathway for many tenancy disputes and remedies. RentReady is an information and planning tool, not a tribunal or legal decision-maker.

Who does what

Services Australia

Administers Centrelink payments, Rent Assistance, Medicare and many family/student payments, and provides the current payment rates and claimant-facing rules.

Department of Social Services

Maintains much of the social-security policy framework and Social Security Guide that sits behind income-support rules.

Housing Victoria / Homes Victoria

Provides the RentAssist Bond Loan and publishes its income, asset, residency and rent-share eligibility requirements.

Consumer Affairs Victoria

Explains Victorian renting law, the prescribed rental application process, permitted application information and renter protections.

Victorian Equal Opportunity and Human Rights Commission

Explains discrimination protections in accommodation and provides a pathway for equal-opportunity complaints and information.

VCAT

The Victorian Civil and Administrative Tribunal decides residential tenancy disputes and other matters within its jurisdiction.

Residential Tenancies Bond Authority

Holds rental bonds lodged for Victorian residential tenancies and administers bond-related processes.

Real-estate agents and rental providers

Manage the property application and tenancy process, but must operate within the information, privacy and discrimination rules that apply in Victoria.

RentReady VIC

Connects the numbers and rules so the renter can see how their income and a specific property interact before and during the application process.

What RentReady calculates

  • Estimated reduction in the payment as employment income changes where a reliable personal-income test can be modelled.
  • Working Credit, Income Bank or Work Bonus treatment where applicable.
  • Potential and property-specific Rent Assistance.
  • Rent as a percentage of projected household income.
  • RentAssist income/assets/rent-share/bond checks.
  • General affordability shortfalls and optimisation scenarios.

What it deliberately does not pretend to decide

Some Centrelink assessments depend on partner income, parental means tests, assets, deeming, maintenance income, farm-business results, residence rules or other facts that cannot be inferred from one earnings number. RentReady identifies these tests and asks the renter to consider them rather than silently flattening them into an inaccurate calculation.

Likewise, the application review can identify potential discrimination red flags but it does not make a legal finding that discrimination occurred.

Designed around the renter's decision

The intended outcome is practical: after entering income and a property, the renter should be able to see whether the rent is within range, whether the bond support looks available, what the likely shortfall is, what evidence they can prepare, and which levers — such as target rent, work income, another shortlisted property or a different application strategy — may improve the position.
